Attempt of economic solution to the problem of the non-point agriculturally originated nitrogen pollution of groundwater in Great Britain

Abstract
The pilot Nitrate Sensitive Areas scheme was launched in the early 90-ies in the United Kingdom in order to limit the nitrate leaching into the groundwater. A new division of the market in rights to farm was introduced in this way. The payments offered to farmers in return for changing their agricultural practices and ultimately reducing the nitrogen input into the soil proved to be attractive for the potential participants. Very significant reductions in the nitrogen leaching into the groundwater in some of the areas supplying the main English aquifers have been achieved. Under the basie option of the scheme and the average drainage from fields the target concentration of nitrates, according to a model analysis of the effects, has failed by a narrow margin to be reached, although it has been fully obtained under the more costly premium options. A simple regression model of nitrate leaching dependent on the crops grown, the fertiliser and manure application and the autumn-winter drainage has been developed to facilitate the policy analysis. Some indications for Poland have been suggested.
