The Polish tax system does not differ from the tax systems of highly developed countries of Western Europe. It may encourage a balance budget and the projects financed by the state to modernize national economy. These opportunities are not fully utilized due to too large share of fixed expenditure in the state budget. In Poland, the main objective of privatization was to obtain funds for current expenses or funding deficit in the state budget. Privatisation in Poland was too little used as a tool to repair public finances. For example, did not apply the techniques of exchange foreign debt for shares in privatized enterprises.
