Rural Society towards European Integration

Abstract
Problems of Polish agriculture, as a reason of many fears and sometimes tensions, determine rural population's attitude towards European integration. Decision-makers in the EU-15 see our membership in the Community as a part of a challenge of implementing common policies at the area, where the process of creating market economy is far from being completed. Pre-accession support contradictions as well as collision of assistance criteria with national actions determining these criteria must have some influence on the level of prejudice expressed by Polish society. Both, disadvantages of law regulations and narrow specified adjustment programs go in hand with weak administrative structures and a lack of price guarantee system. Producers concern results also from the fact that there is no reliable cost-benefits assessment at the sector level nor identification of all threats to food economy. The level of frustration is influenced by bans and restrictions on free movement of labour force, which could create work opportunities and provide with chances of better life for population from overcrowded country areas. Additionally, export bans, gates, import duties, licences and other protective measures do not accelerate the accession process. At the background of the presented aspects, we should consider carefully both the doubts of rural populations in respect to integration and the European Union's will to open itself towards Poland.
