Efficiency of the Preferential Credit as an Instrument in Polish Agriculture Restructuring in the Years 1995-1998

Abstract
The objective of this paper is to examine the effects of the preferential investment credits and to assess the efficiency of these credits in the restructuring of Polish agriculture. Calculations indicate that between 1994 and 1998, around 8.5 per cent all Polish farm operators benefited from this form of government support. An analysis shows that the demand for borrowed funds of this kind was regionally differentiated. Unfortunately, a few-years experience reveals that agriculture restructuring, mainly through granting preferential credits is not feasible. Even under the conditions that favour this credit effectiveness, it does not constitute an instrument sufficient enough for wide taken restructurisation, therefore in this respect will be necessary to adapt different policy tools.
